Stormdrain diverting septic runoff ???

My neighboor across the road has their septic tanks leechfield next to a storm drain. The grey water percs up through the soil, into the storm drain, under the road, under my livingroom, where it seems to lay because of a blocked pipe somewhere down the line further. the septic ges come up through the floor and permeate the entire house. This used to happen several times a day, but since we've addressed the prob. with the neighbor, it only happens about once a day, usually late at night. A township supervisor told me that the pipe has nothing to do with the township so I went to dig it up and block it on my property, anyway..... the grounds frozen so i can't dig it up. We live a tiny little close knit community, but noone wants to fix it. Anyone have any suggestions about what to do???
