Why Didn't Democrats' Predicted "Huge Voter Turn Out" Happen?

I'm really surprised. Even though it was a record, most people expected that. But I would have expected a much larger increase over 2004. Nine million votes is not a lot when it's the difference between 122 million and 131 million. There seem to be a lot of nonvoters who *still* stayed home.
